[core] Fix support for custom SQLAlchemy engine options on db conf.

Browse source 
Earlier any extra parameters passed to the `db` configuration other than
`engine` where ignored.

This enables engine-level configurations such as:

```yaml
db:
  # Display all SQL queries
  echo: true
```
